Indonesia's more than 400 PDAMs (regional water utilities) report non-revenue water — air tak berekening — through annual performance evaluations, against a long-standing national target of 20%. Actual levels average around 30–35% nationally with many PDAMs above 40%. Indonesian specifics

  • Customer meters are usually at the front of the property with a short service pipe: enter 2–5 m.
  • Meter age is the dominant apparent-loss driver. PDAM fleets often include a large share of meters over 8 years old; bench tests in Indonesia commonly show 5–10% under-registration. Carry ±30–40%.
  • Illegal connections and meter tampering are material in dense kampung areas. Field survey data from the PDAM's pengawasan team is the best source; without it, 1–3% of connections with ±50% is a defensible starting assumption.
  • Pressure is often low (10–20 m) in gravity systems; choose the low-and-middle-income category so the bands are meaningful.
  • Treatment is 'traditional' for IPA (conventional plants); spring and deep-well sources with chlorination only are 'basic'.

Typical results

PDAMs in band C or D on the ILI matrix are common, with real losses of 300–600 litres per connection per day.
